I see on some servers your able to noclip but not through the world... I was wondering where I am able to get this and how to install it for my server.. Thanks.

As for my other question; is it possible to restart your own server fast and easy? Only way right now for me is to close the server console thing and restart the whole server..

To restart your server easy make sure you have some kind of crash recovery script then just type 'exit' in console.
