Dx 9 GPU but my shaders aren't working

I'v searched and i have seen a few people with the same problem.

Whenever i play Half-Life 2/Counter-Strike:Source my shaders work just fine. They even work in Gmod 9. (i now it's not supported)

But for some reason when i play Gmod 10 non of my shaders work. Only a few shaders will work such as water, stained glass, jelly etc etc.

Things that don't work are:

Rifle scope reflections
Combine armor (elite)
First person weapon models/hands
High Res Gman
etc etc

My graphics card is a Radeon 9250. It supports direct x 9.0c. It even says so when i go to [url]www.canyourunit.com[/url]

I know for a fact that my card (while a old) is able to handle pixel shader 2.0 because it works in Half-Life 2 and other source games. I even tried to force Directx level 90 but the game just crashes.

I'm seriously reconsidering going back to Gmod 9. Can someone please help me? Maybe i can replace some of Gmod 10's shader files with the ones from Gmod 9?

Again, i don't need a new card as i don't game on PC much and the one i have is fully capable of dx 9. It's just garry's mod 10 that i'm having problems with.

Edit- You can clearly see the shaders at work in these screenshots i took while playing HL2DM.
The scope on the Bolt rifle is reflecting like it should
The boots and armor on the Combine are working like they should
The water/pistol and grenade are producing shaders like they should.

For some reason these shaders are not working in GMOD 10. These images are proof that my card can indeed produce pixels.

If you have the orange box this is why, all (except ep2) need shader 1.0 ep 2 require 2.
Don't own the ob can only suggest lowering the settings

Yea, i don't own the orange box. Guess i'll be modifying Gmod 9's interface so it's clean and simple like Gmod 10's. Going to take some work but i have nothing better to do. not to mention posing in 9 is not as hard as it is in 9.
