okay I just started a dedicated server, but when I start it up and I use, sv comands, ass mod or ulx mod, admin tools like that. It says I'm not the owner of the server, and I need to use sv cheats so I can change the game mode.

Dedicated server as in SRCDS?
If you are using ASSmod, you can become the owner by:
typing in console "status" taking note of the number next to your name.
then put in "rcon_password <the rcon password for your server>"
then type in "rcon ASS_GiveOwnership <your number>"
remember to remove the <> of course.
it should say "ownership given!"
now if you type in "Bind <an unnused letter> +ASS_menu" it should bind that key to the admin menu.
