People still use Gmod9 because the engine has lighter requirements then Gmod10-11-12-66. Whatever the current version is..

There are loads of mods for Garry's Mod 9. The only reason you can't see them is because Garry buried them all in the archive section (or may have actually deleted them.)
So yes, while [b]new[/b] mods for Garry's Mod nine are practically non-existent, there are still many (including VMF Loader/Suite..) that exist.
Most people that host servers have money and access to a credit card or debit card. I honestly doubt that many servers exist on Garry's Mod 9 still as they would have moved on to the new Garry's Mod. Not to mention since the playerbase is basically dead on Garry's Mod 9, it would be a waste of money to host a server there.
Again though, people still do use Garry's Mod nine because of the lower resource requirements (especially on huge contraptions that are mobile).
Well there does seem to be a recent interest in the older versions of Garry's Mod. I see no reason Gmod 9 cant still have some amount of a community or a few servers floating around.

Gmod9 is outdated. No/few mods are in development for it, and the coding was awful. Limited tools aswell.
Garry's Mod 9 could have servers. But what's the point? Few players, no new mods, and general unpopularness makes it pointless to have a server for it.
That is, unless you have friends or a group that would play on it.
