It goes in addons.
Don't download that one as it is missing almost half of the models in the current version, learn how to use SVN or visit GLua.net for a updated version.
I downloaded it and I put the phoenix storm folder in the addons section, are you sure it isn't gmod/gmod? and also, do I have to go into the Phoenox storm folder and select everything EXEPT the readme folders or do those go too? btw. thanks for your replies!

Remove the one you just downloaded and get the SVN PHX3
