Impossible to fix Gmod error?

Hi everyone, first post as I cannot find ANYTHING online after a good 5 hours of research. Here is what is happening:

Whenever I join a sever, ANY server, It goes to the DL screen, Does everything normal, and joins the game. When it joins the game its like nothing Downloaded, No UI (for games like DarkRP and TTT), no items or weapons on the map, NOTHING. I get the "Couldn't download LUA cache: Server Misconfigured error, however it MUST be client related as each server is full of kids playing the game normally. If I disconnect and rejoin the server, most/all of the files (Lua, Props, textures etc) must download again. This suggests they don't truely download in the first place.

I have tried:
Deleting Gmod local Files (Then allow reinstall ofc)
Deleting Avast!
Delete Gmod Cache
Make sure all games are fully downloaded
Made sure download all custom content was selected in options
Verified Cache integrity
Restart Computer/Steam

I have DOD-s and Cs-s

I haven't played Gmod for several Months (5-7), and now that I am trying to play again I am getting this error! Help me please!

Mr Twicks, I have played gmod ALOT in the past (5-7 months ago) with no errors w/o having full hl2. I do have hl2:dm though.

garrysmod is a MOD , meaning you need to have Hl2 (a mod is a modification of the game HL2)

Not true. you need to have source. in my case I have dod, and css. css is required since I don't have hl2

Make sure the game has write permissions in your gmod folder.

Please note I run windows vista, I changed security allowances, adding garry's mod folder, all sub folders, and files with full security allowance for my user. Its taking a while, as it needs to change the setting for the thousands and thousands of files XD. I'll report when its done.

Adding ownership did not work. I just Deleted the Gmod and Css folders in steam/steamapps/[user]/.
I'm now reinstalling everything.

NOTHING is working! Just reinstalled and turned off my firewall. Still nothing will download (and now I cant even join the games b/c the maps wont download too. I assume this has to do with the update that happened where garry changed to fast dl server. How this affected and is making it so NOTHING downloads, yet it seems to download, I dont know.

Please someone help me out! I can't play gmod at all!

Still no help?? Heres more random info....

Gmod 10 (bought 2-3 years ago off steam)
Mac address filtering on my router, my laptop never has issues connecting
Gmod worked fine 5-7 months ago, I tried to get back into it just to find things arent downloading
When I quit a game after the "couldn't download lua cache" error, or map not found error, and I rejoin, it RE-"DOWNLOADS" all the files again.
Heres my launch commands: unchanged from what I always used to play with -dxlevel 80 -heapsize 524288 +mat_hdr_level 0 : -nojoy

I have Wire, GCCombat, and Phoenix addons.

Help?

Deleting Clientregistry.blob had no effect.

Yes

I just checked: Css downloads the game info fine. I just entered a random server with complex radars, kill shots etc etc.

Another Note: Steam store and such are giving me:

Unable to connect to server. Server may be offline or you may not connected to the internet.-102

Anything to do with my problem?
