Check the chat logs.
You could set your steam to offline, change your name, and then join the game and spectate them.
Probably won't work if your server publically displays ranks
What I do is go on, demote myself and leave then change my icon and name and go offline. That and there are some server logs in /logs/. Also go into ulcer setting and enable echoes for yourself, although they only will show while you're on.
I'm in the Steam Sharing beta,
I made a new account, and since I'm using the same PC, I have access to the games I already own (duh).
By doing this, you can join the game under a different user account (and no need to buy the game again), and it's a lot less work then changing name/avatar/rank every single time

Yup, and you can also use that to bypass server/vac/gac bans...
If you have ulx installed you can just check the logs in the data folder.
Install HLSW, add your server to it, and monitor the console.
I do this randomly all the time and often catch new players spamming, and I ban them without even being in the game.

not for vac bans. You can use it around server bans, and I think GAC too.

"Any game with a VAC ban will not be able to be shared."

Doesn't apply to GAC though.
Ahhhh, conflict resolution. One place I shine.
First, have you approached them about it?
You put an admin in power, that must mean you have some degree of trust in them.
So go to them and say 'These are the things that that I'm hearing about. Are they true'
What they answer isn't that important. If they tell you no, its not happening and you don't have any real evidence, just restate your expectations of them. Evidence will show up if its happening, and because you told them what you expect directly and they went against that, you have a very strong leg to stand on.
If they tell you yes, there are a few things. You can tell them to cut it out, and let them know you expect more, or you can take further action with a demotion. Take into account that they have been honest with you.
If you want more evidence, go to the person reporting. Ask them, 'Who else was there that witnessed this'
Even if they name one person, go to that person and say 'Did you see Admin X doing anything they shouldn't'. Get the answer. Then ask who else was playing at that time, and repeat. Don't say specifically Did you see AdminX abusing <This Power>, its too leading of a question.
Its time consuming, but if you're managing a server, manage it. Then people will want to play there.
