Does it just prevent you from posting comments/uploading things or does it also prevent you from spawning things from the toybox? If the latter, does it still let you if it's already downloaded? And it shouldn't prevent you from spawning things because that can't hurt anyone else.
For the duration of the ban, you will not be able to even access the site. When you try to go to [url]http://toybox.garrysmod.com/[/url] it will simply redirect you away from the ToyBox home page to the "You Have Been Banned" page. Because of this, you are unable to do anything with ToyBox during your ban.
It doesn't matter where you access ToyBox, ingame or in a browser, you will still be unable to access it.

The same, you cant access Toybox in-game until your ban is over.
What if you use a proxy? And why block people from downloading things if that can't affect anyone else?

A proxy is useless in this case.
A toybox ban will block your entire account from accessing the toybox,there are no ways to bypass it,unless proven wrong.
When accessing toybox ingame,your toybox account will be synced with your steam one,and the access will be automatically denied.
When accessing toybox from your browser,you can visit the toybox site,but if you don't login,you are not able to comment stuff,and since you are on your browser,you are not able to download things anyway.
Basically, don't get banned.
Still nobody has said why people should be blocked from downloading as well. It doesn't affect anybody else.
