Rules:

3.) Hacking or pishing will result in a permaban. I am pretty sure you won't be able to unban yourself. I've never seen a hacker do it before.
4.) Advertising will result in a kick/ban.
5.) Mic spam (Such as singing, yelling, or drowning other people's voices) will result in a ban. (10 minutes - Perma)
6.) Traps [B]AREN'T[/B] allowed. I know you hate minges that are new to GMod, but I like to help them out.
7.) Building contraptions that rapidly kill people like rocket turrets will risk yourself getting permabanned.
8.) Wiremod Field Generators MUST not be on a setting that harm people. This counts for antigravity machines too!
9.) Blindcubes from E2's (cubes that have interiors and are completely black) results in permabans.

He's probably using this as his loading screen when you join the server. Which is super duper retarded.
