I have to re-download files every time I join the same server!

This has been happening for a long time now, even though everyone else who plays on this server only has to download its files (map, textures, lua files, sounds, etc) ONCE. I'm a superadmin, if that helps.

Also, whenever I look through the scopes of sniper rifles or any weapons with a scope (not sights), I get a pink and black checkerboard. I used to have no problem looking down scopes when the server was provided by a different host (same owners, though), but now I am the only one who has trouble. Everyone else can look down the scopes of their rifles.

I've tried reinstalling Garry's Mod by deleting local content using Steam, but the problems persist. How do I fix this?
