Some NPC's can't use certain weapons, like a Metrocop bugs out when you give it an AR2. Not really any way to fix it to my knowledge.
Go to the NPC menu and uncheck the boxes that say 'Disable AI' and 'Ignore Player'. If you want them to spawn with weapons, check the 'NPC Weapon' box. Also, I'm not sure but I think friendly NPC's won't do anything anyway, apart from following you with their face as far as they can. Try unchecking the 'Disable AI' and 'Ignore Player' boxes and spawn an enemy NPC. If it doesn't do anything, there is something else wrong.
Edit: Examples of enemy NPC's are Antlions and Antlion Guards, but I think you already knew that.
The pose you describe is called the Reference Pose, it's the animation models use when they can't find the proper animation for the situation. The main reason NPCs go into the reference pose is that you give them a weapon they can't use. Change the npc weapon in the menu to SMG1: All humanoids can use that.

Could you try spawning an npc in multiplayer, first locally hosted, then on a different server?
