So the motd pops up and it shows the rules, alot of players dont read the rules, is there a way i can make it where they have to wait 10 seconds to continue to the game? Make them wait so they can read some rules?

Yeah there's no way to currently do that with ULX but there are custom MOTD's that can do that.
You'll need to modify
ulx\lua\ulx\modules\cl\motd.lua
You'll need to modify 'button' to only be made clickable after 10 seconds (lines 20-24)
People still aren't going to read your rules.
