slow motion effect

What command turns on the slow motion effect like it does when you use the spartan kick or any other swep that needs sv_cheats to activate it.
I want there to be slow motion for everything.
The only thing I found close to that was the motion blur, the motion blur had too much blur and did not have enough slow motion.

host_timescale (x)

Where (x) is a number, default 1. So half-speed would be 0.5, quarter speed would be 0.25, etc.
