As Shepsie says, what you want is a low end quad. One thread for each server, 2.6 to 2.8Ghz per thread should do fine. Around 4GB RAM as well, and a 50mbps port or above.

You're not going to find a dedicated server for $80.00 with the amount of monthly transfer 100 slots will need. Even assuming you lower the rates to 20KB/s per person, that's still 2000KB/s bandwidth. A constant 2000KB/s for the entire month will bring the monthly transfer up to 5TB - and this is assuming your not going to host ANYTHING else on the box.
Yes, obviously it likely wont be full all the time. But even if it was 3TB monthly transfer, not many places supply it by default (you have to purchase more at a set cost usually).
You're looking at around $100.00-$130.00 for the server itself and then $20-$100 per 1TB additional transfer every month after the included monthly transfer - and this does not include over charges if you don't purchase in advance.

Why not just use a GSP?. Yesterday Xenon Servers had a sale - 45 slot server for a full year, $100 one time.
Use a GSP unless your current community actually requires a dedicated, which almost none do on Garry's Mod. Once you reach the point where you require a dedicated server you should be getting enough in donations to cover the cost.
If your not, then in general you don't need one.

Your server will never get players with a poor quality box. ZS is a hard gamemode to get popular in, you need a well modified gamemode and a good quality box.
tl;dr: The only unmodified popular ZS server is popular because it is cracked.

For the lag you currently have; if your getting pings of 300 with properly optimized contraptions, your host is likely overselling and shoved you on a CPU core with around 20 other people.
