I was at this for a few days and i couldnt find anything so i came here. I have been trying to make an accout on garrys mod.org by entering my steam stuff and then it said i dont have garrys mod on my account so i went on gmod, went on steam cloud web browser and did it and still couldnt!?!?!

You still need to post a link to your actual Steam profile. Not to be an ass, but the picture you have provided does not prove anything.
You dont create a account, you log in with steam, make sure your profile is public
