Well, If I'm honest I am disappointed.
He sold PERP2 to 3 Customers, he made $1400 out of it. He then decides to try screw those customers over by developing and running a server on perp2 again although the server isn't as popular as you would expect.
Also "conned" You've only been conned if you intend to keep perp2 as it is.
If you continue to develop it make it better and keep a stable player base it earns the money back.

I recall that the only thing about Garry's Mod that is a LEGAL buy is the game modification itself, everything else is freeware.

If you have continued development of it, and made it more RP oriented, by adding things that reward RP and make it more fun, then yeah, you got a half decent deal, but for that price it still seems like you got ripped off. You buy a ~$400 script just for the creator to bugger off and leave you to fix all the problems he left in it. Clearly not anticipating it actually going to use on servers other than his own.
That would be like buying a brand new operating system, just for the developer to go "oh, well we won't help you if anything goes wrong, you're on your own now. but hey, thanks for the money".

I know I'm going to develop it move it away from gang orientated RP and such, Move it more into RL rather than "Rl Gang Shit" so forcing people into getting jobs or sorts and such Taxi drivers or something. All I need is players with ideas, If I have that the potabilities are almost endless.
But I will admit, I would rather of not payed for it now with the support I've been given such as "You've installed it wrong" "No I installed it exactly how you put it...."
I will admit it's just stupid If you're going to sell gamemodes you should offer support if anything goes tits up, Even Sissy Roo (Former PE admin now MGS SA) isn't happy about it.
but to begin with I was just going to create MYSQl tables for perp1 and run that... but we decided to get in contact with hunts and pay him for his work rather than steal it so we ended up getting perp2....
