Try restarting steam and see if the problem is still there.

i dunno what else details there are other that it doesnt fucking work
Make sure that it's not being blocked by your firewall.
I just checked and it is allowed in my firewall.
Is the problem only occurring in Garry's Mod, or all Steam games?

I just noticed that it doesn't work in any game at all.
Try CTRL+ALT+DELETE and see if there's a gameoverlay process going on, if there is make sure to terminate it.

It doesn't run, not even when I launch a game.
Your best bet is to reinstall Steam.
