Can't use stool on the ground

As the title says, I can't use the stool on the ground, I don't know what to do to make it work, I've already reinstall Gmod.

My addon list is:

I think I heard it was a script in gm_mobenix.

Deleted gm_mobenix but it still doesn't work.
Any other idea?

Some tools are restricted to prop to prop only. Like Ignite, you can't ignite the map (bad example)

I can't use any tool on the ground, I can't weld with the ground or put a balloon.
