On the server I have been working on, no one gets hurts from weapons, and only fall damage, props, and other objects can kill them. I turned sbox_plpldamage to 1, and also 0, it didn't change the problem. Sbox_godmode is at 0. There aren't any addons besides Sourcemod on the server.

Fixed, please ignore this thread. FPP Damage protection was causing it.
