The time it takes to get on the server can depend on the server itself, or your own computer's performance. And it can also be that you have a lot of addons. Oh and post your computer specs.

If he means actually connecting to the server takes 5 minutes, then yes, it's your connection.
Gmod took 30 minutes to load up a single player map on my old computer.
Get a better connection, add more ram.
Does depend on addons. I take 10 minutes or so due to SBEP, on a 8mbit connection.
