Not Fully Downloaded - try playing first??

Ok,
With the recent updates to garrys mod, it has made it so that content has to be played, before it can be accessible on servers.

How does one accomplish this on a dedicated server?

The dedicated server doesnt have the ability to load garrys mod, since it is a dedicated/virtual machine.

I havent got the capability of opening hl2,ep2 etc or css on the remote machine.

So how do I Get the content mounted?

I keep getting messages saying the content isnt fully downloaded, try playing the game first.
