For about a month now this problem has been going on.

It seems to everything except for HUD, particles, and the spawn menu. It occurs on every map. The strange thing is that this only happens in Garry's Mod and Counter Strike: Source.
It does NOT occur in HL2:EP2, Portal, or any other game. I made this thread before, and feedback pointed to a graphics card problems, but upon getting it checked by a specialist, the man insisted it was memory. After clearing most of my computer, it still does not work. Please Facepunch, do you guys know what the problem is?

Well your problem is painfully obvious.
It's your video card. The Intel Express Chipsets are notorious for these issues. The best you can do is add -dxlevel 81 to your Garry's Mod Start Up Options and turn down some settings.
