Still having strange phong issues

I am still having the phong issues with the combine and what not, but on some things off of toybox, like the Magpul Masada on there, it goes all black and blotchy while not looking at the sun.

2.4 GhZ singlecore AMD processor

2 gigs of RAM

Geforce 6150SE nforce 430

Windows 7

Please help me
