I'm playing gmod at 1280x1024(native), medium models and textures, no AA and no HDR and im getting 4fps (vanilla), while css with models and textures on high gives 30 fps?
Full system specs, please.
Just reinstalled windows xp pro sp2, smacked steam and drivers on, downloaded css and gmod. Addons: SBEP + Wire + Stargate.
System specs:
Pentium 4 3.5 Ghz
Nvidia 7600GS 256mb
2gb RAM.
The point is three days ago gmod worked fine (20-40fps), then it started lagging like crap, and i needed a new install anyways.

Also, while playing gmod there is just 13% load on my cpu.

Someone obviously misclicked when trying to rate me 'winner'
Install SP3, try to set steam.exe process to Low. I think that steam take whole cpu.
Installing SP3 and all the other updates (Except IE) didn't do anything. and steam.exe is using 0% of the cpu, and hl2.exe is using 10 - 25%. Changing priorities actually causes it to run slower.
I had the same problem on my AMD Phenom II X4 965, 240 GT and 4GB of RAM on all my settings on very high.
Try in verify integrity of game cache, it work for me.

This might be your problem, Video Memory is just as important as RAM.
Maybe try updating drivers?
Best option: Get a new GPU.

also, it worked fine a week ago, so i dont get why it suddenly started lagging
This happened to me when my GPU fan started accumulating some dust. Try spraying some compressed air, do you have a laptop or a desktop?
Basically its still happening. Its a desktop and i cleaned everything. Portal 2 and L4D2 are fine too.
