Well, this might be from the latest update (which apparently 'broke' GMod, but at least it seemed to work for me), but I still think it might be worth asking for information, since the last issue I had with Half-Life 2 maps was related to a mistake by Valve, not GMod.
Basically, this happened:

I suspect it might be related to phong, seeing as it's affecting only materials where phong is applied.
Anyone know how to fix it? I was hoping to get some posing done for a comic...

It's clearly phong, otherwise it wouldn't just apply to Eli and Kleiner's heads.

Kidding aside, it's a bit bothersome, because I was going to make some poses in a Half-Life 2 comic. If it was more subtle, this "effect" would be great on other comics, but not a serious HL2 one.
I'm not getting that, but the models are a bit too much on the phongy side for my taste.
Try mat_specular 0 into the console. Might wrk though might not. My guess is that the new phong shader is somewhat more demanding than the old one and your card just isn't capable of rendering it correctly.

Same thing happens to me only white instead of black. Just Garry's Mod for me AFAIK.

I've seen helmets that are too shiny in DoD:S. The Combine soldiers did not have that bright phongy film on them in HL2.

Most of the models I use in Gmod, whether it is from CSS or DOD, are overly shiny. Too much phong. I'm on a GTX 580.
I haven't tried other OB games.
Overly bright phong shading here too, on an Nvidia 570 GTX with fully up to date drivers.

It's safe to say a lot of people have this problem - it's easy to see if you own portal - open any map in gmod (though the map where the phong problems are most visible is _a_testcmbr10 - especially on portal cubes and chell's hair) and spawn a prop with phong materials. The phong materials instantly turn white on the sides if an observation area (the places behind glass with monitors and chairs inside) is close by, and has a distinct red hue if movable panels are nearby (for example the elevators).
Phong has also been messing up for me as well.

I am having the same issue and it is getting quite annoying. I even deleted and reinstalled my gmod and still no fix. I am so confuzzled....
I am using
NVIDIA GeForce GT 330M and Intel HD Graphics. Very good quality stuff for what I need. Able to run all other source games super smoothely at the highest settings possible. Shouldn't be a graphics card issue.
Just helping to confirm that this does happen in DOD too. I hope people are reporting this on the Steam forums too.

I don't see the issue as prominent in that game. We are talking about the fact that some of the ragdolls/npcs are litterally cell shaded or black...
However, I do recognize that you too have an issue so hopefully we can all work towards finding a solution.

I might have found out the actual cause of this in GMod, though. I theorized it might be phong, but it might actually not be that. I'm going to try and do my best to explain this, but I'm only a moderately-skilled skinner, so I don't really know the lingo.
You know how, if you make a custom model with the head of Alyx, Kleiner or Eli, it'll look weird? It's because the VTF file has "Clamp S" and "Clamp T" checked. I think this issue is being caused by the same reason, and not phong.
I say this because, a few years ago, I had the same issue with a custom model that I'd reskinned, and I edited the .vtf to remove those two "clamps" and that fixed it. I just tested the same model, and Alyx's face looked okay, unlike regular Alyx.

Half Life 2 didn't get updated when TF2 and the like did. As such it won't show the problem.

You might have a different issue altogether.
Mythos, I am not just getting it on the faces either. It is on all over certain models' bodies. It is l4d and even some of my addons.
However, Garry has acknowledged this issue and is looking into it. It may not be just Gmod being affected. It could be a problem with source engine.

Its grateful Garry can acknowledge this, where as I have never seen Valve come say something or assist, I mean not like their going to be reading this site all the time, but it is just considering how lately Freeman's Mind Ross Scott even reported on how Valve had tweaked it so much the last HL2 Civil Protection episode: The Tunnel got delayed, they can not even answer for that. Its bad enough with the changes ever since 2010, for example using WorldTwoTextureBlend on a non-displacement surface (material: nature/blendrockgravel002a). Support for this will go away soon. When you add how many times they stop support multiple stuff that a mod once had, unless people are still around, it is incompatible, as Source will crash when something is running that is no longer supported. It would be nice if we the consumer could object to those changes, especially since the OB update, I had various mods that have gone astray.
The 2nd update with L4D content mounted not even a week long after is what I did not understand, as the face issue was still there, others still have had graphical errors, while four days ago included the clothes being black, by the time I got it, the clothes were already okay, but the faces are still bad. I don't get how the body got fixed between those four days, but the faces did not. Maybe it actually didn't, and is just a similar graphical problem and not quite. Its just considering the graphical thing effected others not the same way, it is extra frustrating with the engine thing, especially when the next Mythos Comic is delayed from publishing, after all we all love GM right?

Since it's a Valve issue, were gonna have to wait on their time. I'm not sure if even Valve has taken notice of this bug.
