NPCs firing RPG

I tried search this and didn't seem to find anything. For some reason the NPC guards won't fire rockets at me but will shoot at me with other guns. Any reason for this and is there a way to fix it? thanks

I probably should add that by guard i mean solider combine or elite it doesn't matter. just installed garrys mod on a new computer so no addons or anything would be messing with it.

The npcs were never programed to shoot rocket launchers

They were programmed to shoot rocket launchers, but only at long distance or during scripted sequences.
