It's been several years since I last managed a GMod server. Which are some good admin mods nowadays? Back then, I used AssMod. There was also Evolve, ULX, and some others I can't remember but seems to have disappears (except ULX?).

Yea all permissions are editable on a per rank basis and they can be inherited.
Yes. ULX is very configurable. I suggest you try it out, and just explore. (To open the ULX menu either type !menu in chat, or type xgui in console!)
I have an issue with ULX where I can't add adverts, and some options flicker between different positions at rapid pace. Is this a known issue?
Not at all. I have never heard about these problems before, and I doubt they would ever happen unless you have messed with the VGUI files. Mind taking some screenshots of the problems you are experiencing?

It has the most in depth permissions/group system you'll see in a public addon.

Woah, that's some funky stuff going on there. Firstly, I'd highly recommend getting our latest ULX version from [url=https://github.com/Nayruden/Ulysses/]our GitHub page[/url] as we haven't put out a release version in a while, and we've made quite a few fixes since then. (You'll only need the ULib/ulx folders, but I'd recommend checking out with SVN from GitHub if you can).

I'm running a local (not dedicated) server on Windows 8 64-bit, if it matters.
It's probably a conflicting addon you have.
I don't see how the config from one addon should conflict with the settings from another addon. Surely, they must be separately stored.
