I'm having some trouble getting my server to not lag. It isn't a hardware bottleneck, I just need help to set the server.cfg values right.
This is my settings so far:
sv_minrate 5000
sv_maxrate 9999
sv_minupdaterate 13
sv_maxupdaterate 33
fps_max 300
cl_cmdrate 101
cl_updaterate 101
rate 15000
sv_maxcmdrate 30
sv_mincmdrate 13
And here's to show what I mean by lag:

As you can see, with only one car it is fine, but if I add two more it starts to lag...And again, this isn't due to hardware limitations.

Oh, and the CPU is a Core 2 Quad Q9400 @ 2.6GHz and with 4GB RAM

Well, I was using connecting to the server via LAN, so it isn't a bandwith issue
Your maxrate is set far too low. Set it to 30000.

Unless you're running on 33 tick you should be using sv_minupdate/maxupdate/mincmdrate/maxcmdrate of 66.
