I didn't play garry's mod for a time and I started again to play it. But now everytime I want to use Easy Precision it says:
Tool: Prop Physics Disabled
How does you allow it?

No idea... i would just remove it from addons and then re-download it and see if that works.

i have no clue if this is right or not but, are you playing on single player or multiplayer because if its on multiplayer it probably could be fixed. If it happens on multi player see if anyone else has the problem, if so tell the server owner to fix it. if he cant just move to a different server.
If it is in singleplayer your screwed as you have no one that could have broken apart from yourself or Garry.
