How do i add hats to characters in hammer or Gmod?

i'm trying to make an animated machinima, only a few seconds spoofing M. Bison , it would be using a model of the medic i animated in 3ds max. but what i can't figure out is how to attach the bison hat to the medic, i tried parenting the entity to my npc_kleiner in gmod, but the weld doesn't effect the npc's head for some reason, i tried going into hammer and and making an entity of the hat model, but i couldn't get it to fit to his head. Is there any way to make a custom bodygroup or something that'll make the hat attach properly, and animate along with the medic.
