Uploading dupes to Garrys Mod.org

I would like to know why did some dupes bypass the bans, excluding the old ones?
Is it where if a dupe is good of quality, it can live, otherwise, it dies, am I correct?
Because I am planning to make some dupe that might be the quality dupe.
