• Why cant combine soldiers use custom SWEPS?

Ive always known combine cant use custom NPC SWEPS, and i figured it was just missing code so they could only use weapons that they used in half life 2, but recently i found that's not the case. I downloaded GDCW (Generic Default Combat Weapons) and spawned some rebels and combine with the SWEPS equipped, and found that the combine soldiers CAN infact use the weapons, but only while moving. So that brings me to my question, Why exactly CANT combine soldiers use custom SWEPS? (While standing still) They can use them while on the move, so whats causing this issue? And if it is possible for them to use the weapons in certain circumstances, then wouldn't it be possible to make a simple fix?
Its how Valve coded them, combine were designed only to use pistols, smgs, and (If a soldier or overwatch) ar2s, while rebels were designed to be able to pick up and use pretty much every weapon in the game. The only lua way to get around it to my knowledge is just getting a hostile snpc based on the code of a citizen or rebel.

Also, the hold the guns correctly and even attempt to fire them, there's just no bullets or sound coming from the gun.

For a guess though, im guessing they began coding it, dropped it half-way through, and just left it there.

The metrocops can actually use custom npc sweps, just get a reskin so that they have ar2 and shotgun animations.
