Will gmod run smooth (or almost) with these specs?

Try this:

It'll automatically check if your system meets the minimum requirements to run a game.
Garry's Mod isn't on the list though, so try most Source games, if your computer can run TF2 and HL2 it'll most likely run Garry's Mod.

It should run.
If you'll get some FPS Problems turn the DXLEVEL down.
It will run, but it does hog the CPU quite a bit more than most Source games, so make sure you don't have a lot of unneeded processes running. Also like Gargols said there is a trick for more performance at the cost of some effects and small graphical detail

CYRI Is very inaccurate, it said my Pentium 4 could run Crysis 2.
I'd say you won't have any serious problems running Garrysmod. Higher prop counts and other physics lag will most likely bog you down quite a bit, and you MAY have to turn the graphics settings down a hair, but it will definitely run smoothly.
That CPU is really the only thing giving me a bad feeling- it being only 2ghz could end up being a fairly sizeable problem just because Garrysmod will definitely use it hard.

CYRI Just rates your computer by scanning the hardware then comparing it to the minimum and recommended requirements given by game devs. So if it said your Pentium 4 could run Crysis 2, that's just Crytek's mistake.

What are you talking about? Just because it says a P4 can run it does not mean it's Crytek fault. CYRI runs the system and a signal core even run Crysis 2 . CYRI uses the most latest the graphic card=the better it performs which which is why CYRI is inaccurate. Mafia 2 says a 9800GTX run better then a GT240.

I was just stating as a generalization, that it could help.
The best way of checking whether he could run it would be if he can run HL2 and TF2, since they're Source games with similar requirements.

It will run maxed out, I run it maxed out on a Toshiba laptop with these specs:
Intel Core 2 Duo CPU 2.00GHz
2.86GB Ram
128 Video Card (Intel GMA 4500MHD)

Yep. But I use Dx8 because on 9 I get BSOD :\ I Belive on Win 7 it would work...
