A Gmod server with almost no lag is impossible, even a computer built for the pentagon wouldn't be able to run Gmod completely smooth, source just wasn't designed to handle the kind of stuff Gmod throws at it.
Plus, the exact RAM usage probably would be relative to the server, a vanilla full 32 slot would take up a different amount of memory compared to something like a full open aura server using space-build and carter's addon pack.
I recommend to just get around x3 or x4 the recommended RAM for the game.
You don't need much at all, servers rarely do. Minecraft is the exception because JVM.
