I would find it completely pointless.

The ''High Level'' dudes might just push all the newbies around.

there was one on coderhire a fair while ago, it just blocks all the fun jobs behind level restrictions which takes darkrps existing elitism and cranks up up a few more notches
tldr: don't even go there
This works just fine in Seious Roleplaying Hell servers, make sure you do it right tho, no donator levels.
