So here is the deal I have port forwarded and everything and I'm using SRCDS (Source Dedicated Server) it starts up fine but when i try to join or my friends try it says no responding .

I would try copying over all of the files and just making a new server with steamcmd. Some servers tend to have this problem.
I'm not 100% sure, like 95%, you don't have CS:S mounted.
I dont have it mounted is there a way to mount it on?
Copy And Paste The Cstrike Folder To Gmod, Then Browse Into Mount.cfg And Mount It From There
Download CS:S with SteamCMD to a directory then add mount it to Gmod. Don't mix the two games together, it gets messy that way, use the mount.cfg found in garrysmod/cfg/ to mount it.
