how can i delete things out the f4 menu?

I'm wondering how I can delete the weapons tab out the F4 menu because its annoying me how people can just buy a pistol in F4 as a civ
could someone please tell me how and where to delete it?

And how and where do I change the starting money you start off with when you spawn into the darkrp server?
