Should/would a server owner get in trouble, if he, cut out things, from addons, that he doesn't use in the server, in order to minimize download. And then uploaded all server content to the workshop, as a single addon.

Servers put up content download packs all the time. As long as the addons are public or he has permission, then sure.

Kind of can't according to these rules I think, unless you ask first. If you have a fastdl though, you could do that using that and it'd be a-okay.

I think he's talking about modifying an addon and putting it up as a single one, not a collection.
