Only if certain extensions are enabled, wiremod is generally a safe and very useful addon that no server calling themselves a "build server" can live without.

To be completely honest, the only thing harmful to a server is a trigger-happy admin.

Wiremod is not, at its core, going to promote random users to superadmin status. It can crash your server, utilize a lot of CPU, truck out a lot of ins, but no more than usual.
A set of half-hints from a person who owns a server in the same sort of location, saying "please stop trying to be like us" and the other guy melts down spectacularly every time you speak to him?
Did you ban this guy from your server or something?
