i realy need a good gamemode and no bug

Medium answer: no and you should stop trying
Long answer: only if you want to do a ton of work searching for exploits and fixing the inevitably broken code

Yeah, they did bring it back up, but now it is dead again. Time to wait another 3 months.

Well someone has to own it, why don't they just ask the dev that made it to sell it to them or does nobody "own or oversee" the gamemode anymore?

Because the community Pulsar Effect (that's why PERP is called Pulsar Effect Roleplay) died years ago.
What i dont understand is, if its leaked why aren't people uploading it everywhere like they did with darkrp. even though darkrp is 'free' perp was still released through dramaunlimited but it wasnt released anywhere else.. why?

Not really , i contacted the owner , he re-opened the website with old archives but Tumblr removed his "blog".
I sent him a cracked version of ClockWork,some private gamemodes for gmod 13 but he didn't answered me this time .

Because Hunts didn't say, "Hey guys it's a public gamemode now!" and no random developer is actually working on a copy that is presently open for use[ie. Open Source like DarkRP].
It's very closed off, and the ones who do have it are running the heretical PERP2 version(PERP1 has been, and always will be better).
This doesn't even include the fact that most communities who do have any form of PERP are in it for donator money, and are not actually running a community for the sake of running a community.
I spent a long time (very long) looking for PERP only to have a perfect copy in my hands; and now I don't want it.
Point is, once you have it, it's not so cool, so, stop trying to get it.
