Restricting addons from workshop.vdf?

Hi,
I would like to restrict some addons from my workshop.vdf file to certian ULX usergroups.
Where do I place the code since there is no folders associated with the addon (since its in the workshop.vdf)?\
And what code would I place for the usergroup VIP, or Donator? (I understand lua, thus I can replace and edit the group in particular)

For example:

-Making the propeller engine 'VIP' only?
-Or a certain helicopter from WAC Aircraft?
