Afaik that's an OpenAura scheme, not an actual script.
You're gonna have to code it yourself bro. Pick something like OA, Tiramisu or w/e and edit it.
Even if you will get a fully working one, you should know some little lua to fix bugs and such.

People think they can make it better than others/want full power over a server/want their own content/start something that hasn't been done yet

The best thing to do is use things that have been done before and take those!

I don't think so.
I doubt there's a difference between WW2 RP server A and WW2 RP Server B for casual players at the server browser.
