How Do I Convert or Make a Workshop file into a Addon?

I was wondering how i can convert a gmod workshop file to a add-on folder with all the stuff in it for a gmod server so I can make custom shipments with it because its a darkrp server.
Is it possible to make a workshop file and put it in the server and make custom jobs with the weapons or make custom shipments, I know how to make the custom jobs and shipments but I just dont know about the workshop thing.
For most problems, it's fixed by this:

But I'm having a somewhat similar problem.
For two addons, workshop.vdf isn't downloading 2 certain addons.
SCars_basic and firearms_source_weapons_for_gmod_13. The funny thing is that both other SCars downloaded just fine...just not basic.
