I believe you'd just have to reconnect to the server, I think passwords are per connection.

Nothing to really be done about that. Unless this does in fact save over per connection
What would make this better is if you made it an extension to the gmod menu, blocking people doing anything at all while you were away and not needing servers to install it.

It is actually per server. If you disconnect while locked, when you rejoin it will still be locked.
To reset a password the server will need to be reset.
In single-player it is per session, so you can disconnect and start a new game.
I could make it even more permanent via files in /data/ but i think too many people would forget their password... :P
I don't see any rationale for this add-on over using Win+L

What if someone only has access to a family computer which imposes a no personal accounts/passwords rule? I know many families who have done this in the past.
And if you were somehow blissfully unaware, most Gmod players are children/teenagers so this is a likely scenario.

Children shouldn't be playing per the Steam subscriber agreement: "You may not become a subscriber if you are under the age of 13". In my opinion by the age of 13 they should have their own user account. Sorry, but I don't see the use case.
