Alright, since he seems to have been missing for months and there are 230498 different hacky "fixed" versions floating around, I think it's time... so here is the "unofficial" version of Wenli's Build Tools that I've been working on. This is the version you might have seen running on GME (my) servers, The Pit, VCB, PeaceBuild, etc.
Everything should be working properly and I think I've worked out most of the little quirks, if you find anything wrong let me know and I will look into it.
I hope that eventually Wenli will return with an official update, I'll be happy to take this down whenever he does but I think this should do for the time being...
update 5/4/17: everything is in here now since dropbox changed the way public folder urls work:

v. 3 (01/05/2013)
- cleaned up the ui a bit more, context menu actually looks gm13-style now

Thank you for fixing them and uploading them for community use. They work perfectly so I'm sure everyone will be glad to receive them.
If anyone moans about this, they deserve to be shot...
This is pretty much the definitive GM13 version of the toolset right now, works perfectly from all my testing with it. Thanks for your hard work :)
Added it to the Cre8ive build server, this is just what we needed!
Thank you tweak.
HOT!
How does this work with the new C menu issues and R menu issues, that you can't right click or shift-click when in them?
I love you.
Awesome work! I've been using some horribly patched versions for lack of time to patch it myself so I am quite glad to see someone has taken up this project
Thank you very much Tweak. Especially for physgun build mode. I can't seem to build anything without it.
I don't know if I've just screwed up or not but the constraints panel won't work for me. For example I select two points and then hit "create rope" and nothing happens. Also confirmed for sliders and ballsockets. All I've done to it is install the addon onto a server. Everything else I've used is just fine though.

Which prop protection are you using and do you have the latest version of it? I know an older version of Nadmod prop protection had an issue in the CPPI implementation that broke PA constraints, but that was fixed a few versions ago.
Thank you so much, man!
I can finally bring the ideas that have been piling up in my head to life!

Good call, that fixed it. Cheers!
man you are my hero
Thank you so much for doing this. Precision alignment allows for some really amazing constrain placements. You should consider uploading the files on Gmod.org instead of dropbox so that they don't get deleted after some time.
Finally, thanks!

Dropbox doesn't delete files...?
Thankyou for sharing this.
Dropbox doesn't delete files...?
Some of the buggy versions of PA were uploaded to dropbox and the links don't work anymore. I thought it might happen to this version and since I've never seen a file be deleted from Gmod.org, why not upload it there?
Those people probably removed their uploads. Dropbox doesn't delete [legal] files, I have stuff on there from like 2008.
Yeah the only reason the link would go dead is if I removed it and that probably won't be until an official version comes out.
Oh ok, well it's good to know that this version of tool is safe.
Thank you! I love you (Sorry, No homo)
Holy crap you are my hero! I'd like to say you have no idea how long I've been looking for an update to this amazing tool so that i can actually start BUILDING again, but I'm sure many of you know exactly what I'm talking about ^^.
I Respect Wenli's desire to keep a hold of his tools pack, as it is his amazing work that gave builders this tool in the first place, and part of me still feels like a little bit of an ass for downloading a version other than his, but its just such a great tool! and the community has been begging for an update for months now, a plea that he has truthfuly failed to respond to, and players like you tweak are willing to provide this tool until Wenli can fix it himself, and I personally see nothing too harmful about it, as long as Wenli is still noted as the original creator.
Long story short, thank you tweak.
I'd like to point something out regarding PA. When you make two points on two entities then try to make an axis using those points, it doesn't get made, yet ballsocket, slider and all the other constrains do. I've tried this on multiple servers and the result is the same. I've also tried it in singleplayer and it makes no difference. When you can, please try to fix this.
Good catch. While I was fixing that I caught something I screwed up in the last version so I went ahead and fixed that too.
v. 5 (02/16/2013)
- really actually fixes the constraint precision issue for real this time
- fixed axis constraint not working unless a line was selected
Download from the link in OP
Tried it and it works fine. Thanks!
YES!
i don't know who i love more, wenlis for making the original PA, or tweak2007 for ressurecting it.
Another little fix
v. 6 (02/27/2013)
- fixed an error when trying to constrain to the world
