You're trying to use a filter in absence of creativity, I could easily make something more creative using the same idea without the filters.
Here's a image I made in a hurry.
There's some messups, but I've used the same ideas that you have used with different brush sets and the select pixel feature you probably used if you use photoshop.
My theory is, it's not about the knowledge of photoshop, it's about the level of creativity you have to spend before you go into photoshop.

As you can see it wasn't posed or thought out really. All I wanted to do was take it and see what I could do with it. Apparently, the filter I used makes it look ugly. I'll spend more time on some other works, but I only wanted opinions. Thanks to those of you who made intelligent comments.

Its good, my only suggestion is either stick to HL2 theme or CSS theme, mixing them doesn't come out well as they weren't intended to be mixed.
