I do have AA on, maxed out.
I may know why the contrast is high, I auto contrasted it, then messed around in levels. I may have accidentally contrasted it too much

That is probably it. Also, I thought of AA when I saw the metrocops head.

AA is maxed out. It was just because I over-contrasted it in photoshop.
Geez, lay off the AA. You guys mention that every single time I post a picture. You'd think you get the hint that the problem is obviously not the AA.
