In terms of realism I probably shouldn't like it, with this being a side-on picture of a silenced weapon.
The muzzle flash wouldn't be seen with the silencer in real life would it?

It's something that happens in photographs around the edges of pictures where the colors are separated. Usually it's because of a cheap lens.
You can get it in photoshop with the lens correction filter, dunno if GIMP has a counterpart but I'd assume that it does!
You can also get it on the entire picture for a TV effect by going to the channels tab to the right of layers and moving one of them a pixel or two in one direction
