It means people have spawned some stuff on there that is too laggy for you to join whilst they are there.

You're recieving to much shit from the server upon joining.

A snapshot issue is always temporarily there and can easily be fixed by asking anyone at the server to remove anything laggy or hefty by any means of communications (once I called Simple to tell him to save my things when I RSO'd I think). Some of them are p. much used to such a thing, as temporarily saving it and respawn it after someone enters the server. But usually whatever's on won't persist, because if you snapshot, well, then it probably lags for someone else as well.
So speculation goes: maybe someone is having a tank battle. Ask someone at the server what they're doing, and wait it out, or if they're not having any kinda fight, I'm sure they will be submissive to the thought of temporarily saving, removing and respawning once you enter. Usually, such a mentality as ignoring you is rare.
After all, the GGG people are over all mature and understanding (yes, Mamba is banned).
Turn down your settings, in particular AA or AF
