It's a tribute to Madness Combat series, the henchmen all wear agent Smith clothes, and art style dehumanizes them, to get same effect, he used Metrocops, in agent clothes.
As for guy, I think it's supposed to be Protagonist, the one that got killed 5 times or so, so pre-last time he came back, he had a hoodie, so Anarchist fits him best(hoodie, bandana, shades, etc).
